Building Bridges through Transparency Technology

The Management Information System on Climate Action (MISCA), is an online intranet tool designed to track emissions and mitigation actions. This platform has been developed at the request of the Ministry of Environment as part of its transparency outlook, by the EU-ClimaSouth project during 2017 and 2018. 

The aim of the MISCA is to track the progress of Lebanon's Nationally Determined Contribution (NDC) through the mitigation interface, and track the GHG emissions through the inventory interface. This is a first step towards enhancing transparency under paragraph 13 of the Paris Agreement which mandates countries to report their greenhouse gas emissions with greater accuracy and completeness, and to inform on the progress made in achieving the NDC. Moreover, the system will allow Lebanese institutions to assess the effectiveness of their policies through the progress indicators included in the interface. 

As a pilot phase, the Ministry of Environment focused on energy emissions, since it is the most emitting sector in Lebanon, and therefore cooperated with the Ministry of Energy and Water and the Lebanese Center for Energy Conservation (LCEC) to formulate the procedures and the entry fields. 

The next steps would be to increase the scope of the platform to incorporate all GHG emitting sectors, and include tracking of adaptation actions and support as well.

Developments and Updates:

During a mission from EU-ClimaSouth on January 10th, 2018, the MISCA was introduced to the potential data entry personnel, data validators, data releasers and sector administrators at the Ministry of Energy and Water and LCEC in order to build their capacities on the logic of the system. 

The MISCA platform has been introduced to the national community during a side event at the 23rd Conference of Parties in Bonn, Germany by the Ministry of Environment and EU-ClimaSouth. Click here to access more information on the side event and a short video on the MISCA platform.
