About Us
Since 2007, a dedicated climate change team, supported by UNDP and working in close coordination with the Ministry of Environment, has been at the forefront of advancing Lebanon’s national climate agenda. The team supports the Government of Lebanon in planning, implementing, and monitoring its national climate agenda. Operating at the intersection of national institutions and international partners, the team contributes to the development and delivery of climate policies, projects, and reporting obligations that serve both national priorities and global commitments.
The Climate Change team leads the preparation and coordination of major national frameworks, including the latest NDC 3.0, the National Adaptation Plan (NAP 2025–2035), the Long Term – Low Emission Development Strategy (LT-LEDS), and national greenhouse gas inventories. It provides technical guidance to ministries, public institutions, municipalities, and private-sector partners to integrate climate considerations into policies, budgets, and projects. The team oversees and implements a wide portfolio of climate initiatives funded by GEF, GCF, and bilateral development partners.
By working across government structures, development partners, and technical networks, the Climate Change Team plays a central role in supporting Lebanon’s transition toward lower emissions, stronger resilience, and more informed climate decision-making, while maintaining the collaborative spirit that defines our shared work between the Ministry of Environment and UNDP.
Climate Policy Package
Climate Policy Package
Lebanon’s Climate Policy Package provides a comprehensive and integrated framework to guide the country’s transition toward a low-emission and climate-resilient development pathway. It brings together key national strategies, plans, and regulatory frameworks that collectively support the implementation of Lebanon’s commitments under the United Nations Framework Convention on Climate Change and the Paris Agreement.
Long Term - Low Emission Development Strategy (LT-LEDS)
Lebanon’s Long-Term Low Emission Development Strategy (LT-LEDS) outlines the country’s long-term vision for achieving sustainable, low-emission development by 2050. It provides sectoral pathways and policy directions to decouple economic growth from greenhouse gas emissions, while promoting innovation, resource efficiency, and climate resilience. The LT-LEDS serves as a guiding framework for aligning national policies and investments with long-term climate objectives.
Nationally Determined Contribution (NDC 3.0)
Lebanon’s Nationally Determined Contribution (NDC 3.0) represents the country’s enhanced climate commitments under the Paris Agreement, covering mitigation and adaptation targets up to 2035. It reflects increased ambition across key sectors, strengthened institutional arrangements, and an emphasis on inclusive and equitable climate action.
NDC 3.0 builds on previous submissions, including NDC 2.0, and introduces improved tracking and monitoring frameworks aligned with international transparency requirements. It also promotes the integration of climate action into national development planning, ensuring that mitigation and adaptation efforts contribute to sustainable growth and socio-economic stability.
National Adaptation Plan (NAP)
Lebanon’s National Adaptation Plan (NAP) provides a strategic framework to reduce vulnerability to climate change and enhance adaptive capacity across priority sectors, including water, agriculture, energy, health, and infrastructure. It identifies key risks, defines adaptation priorities, and outlines institutional arrangements and financing pathways to support implementation.
The NAP is also linked to emerging opportunities under Article 6 of the Paris Agreement, which enables voluntary cooperation between countries through carbon markets and other approaches. By strengthening its institutional and technical capacities, Lebanon aims to position itself to access climate finance and participate in international carbon mechanisms while ensuring environmental integrity and alignment with national priorities.
Lebanon’s Climate Change Transparency Journey
Lebanon has made significant progress in strengthening its climate transparency framework in line with the Enhanced Transparency Framework under the Paris Agreement. This includes the development of institutional arrangements, data management systems, and reporting processes to support regular greenhouse gas inventories, tracking of mitigation and adaptation actions, and the preparation of national reports such as the Biennial Transparency Reports (BTRs).
Efforts are underway to further institutionalize transparency through the development of a national transparency strategy and digital platforms that enhance data collection, analysis, and accessibility. These advancements contribute to improved accountability, evidence-based decision-making, and enhanced access to climate finance by demonstrating progress toward national and international climate commitments.
Climate Change Law (Under Development)
Lebanon is currently advancing a Climate Change Law to institutionalize climate governance and strengthen coordination across sectors and institutions. The law aims to embed climate considerations into national planning processes, define roles and responsibilities, and establish a legal framework for implementing climate commitments, including mitigation, adaptation, and transparency requirements.
Once adopted, the law will play a critical role in ensuring the sustainability, accountability, and effectiveness of Lebanon’s climate action.
